To use the VWP starting from January 12, 2009, you must have ESTA travel authorization. Do I still need ESTA travel authorization if I’m transiting the US on my way to another country?Yes. If you are in transit without a visa, you will be using the VWP and therefore you must have ESTA travel authorization as of January 12, 2009.
